CAPCOM — the domain AI — never states a sourced claim it can't back with a citation (Constitution Art. XI). New sources don't go straight in: a human admits each one through a Go/No-Go poll (§IV.7), the same review primitive that clears a mission for flight. Until the room votes GO, CAPCOM won't cite it.
