The Flight Director's review queue. Open a Go/No-Go poll on any artifact and the room votes — exactly how a Flight Director polls the controllers. The rule is the real one: any NO-GO blocks; a unanimous GO at quorum passes. The same poll primitive validates Deep Field candidates and (later) moderates the Loop.
